I think in 1989 but what do you think?
In May 1988 Angie left forever and then Lou died 2 months later. Also Lofty and Mary left. In February 1989, Den left and was presumed dead. Then that year Sue and Ali left. The Vic was now run by "Frat" Frank and Pat.
January 1990 was the month that the transition was really noticeable as it became apparent that people like Den, Angie, Lou, Lofty, Ali and Sue were well and truly gone. By the end of 1990 the Mitchells, Butchers and Tavernier's ruled.

I would have said in 1990 when the Mitchell brothers started, I can see the argument of saying it was 1989 when Den was "killed" first time round, but I think the Mitchell's defined a new era having lost the cornerstones of the show Den and Angie. Right from the start I couldn't abide Philth and Grunt smiley-angry

Spring/Summer 88 for me. So many people left, not just Lou, Angie but Mary, Lofty, Debbie. Sue, Ali and more I forget. Meanwhile they had a few remaining to transition us into the new era (Dens prison scenes) and Colin as they introduced the Butchers.
Also, Holland and Smith had a 3 year plan for storylines at concept. They did adjust it due to unforseen circumstances (mark leaving being the obvious one, meaning Wicksy was introduced earlier than planned and Ian got more prominent) or audience reaction, but there was a plan.
Which ended 3 years in.
Original EE finished with at that point, especially with so many cast having to be written out.
We then had 18 months of transition and meandering, although there was some good stuff.
New EE did start with the Mitchell Brothers arrival.. arguably they've outstayed their welcome, but they were the boot up the arse it needed 5 years in.

Phil and Grant were just 2 dodgy mechanics, one of them flew into rages when you dissed him. They were never the Dons of Walford.
1990 was a bit of a lacklustre year IMHO, the boring Cindy and Wicksy storyline dominated and the show was still recovering from the mass exodus of 1988-1989. The Tavernier's were forgettable as was Laurie Bates, Julie Cooper, Trevor and Paul etc. 1991 was when the show started to hit the floor running again.
1993 was fab, and pity Aidan and Mandy did not stay on for longer.
