It is no secret that prior to Grant's exit in 1999, Phil was always the nicer Mitchell brother, the calmer and more reasonable one, and when he was violent it was usually mild violence.
When Grant left, they turned Phil into a badass villain, although the change was gradual. In early 2000 he started to become more violent and aggressive, and started dabbling in dodgy deals such as stolen cars, and started to treat Lisa very badly, and then slept with Mel Owen, and started bullying Ian Beale all the more. By the end of 2000, Phil was everything Grant had been. Violent, thuggish, a bully, a criminal.
But I think the impetus for Phil's personality change was Grant and his family turning against him is what made Phil nasty. Phil lost his son, love of his life, brother and his mum showed no support when grant betrayed Phil. Topped with the 1994 accidental killing of the vagrant, that tipped Phil over the edge. Also I reckon the car crash here may have caused some minor brain damage to Phil, hence his descent into badass. Nick Tilsley in Corrie is an example of that, just not as bad as Phil.
