Alan Bateman came up with 2 people called Tom and Pippa Fletcher in early 1985, the same time Neighbours first aired. In 1986, he needed a rival to Neighbours, and Home And Away was based on an original idea first created in 1985. So Home And Away's 30th anniversary of first conception has been and gone. Bevan Lee said he came on board in June 1987 and the show was in development stages for over 2 years by then.
Neighbours was first pitched in early 1984, so in terms of backhistory, Neighbours and H&A are practically the same age, H&A was one show with a long gestation period. So when H&A was first being developed, Pat Sugden and Silent Walter were still in Emmerdale Farm and so was Harry Mowlam, the nasty villain who died in January 1986.
H&A begun in Jan 1988 but was first conceived 3 years earlier. A Sydney Morning Herald article says this as well. And even now in 2015, the H&A writers and makers are developing new stories, so H&A has been in either development or production for 31 years.
